What Happened? Shares of electric vehicle pioneer Tesla (NASDAQ:TSLA) jumped 10.4% in the afternoon session after the National Highway Traffic Safety Administration (NHTSA), rolled out new rules to speed up the launch of home-built self-driving cars.
